[目的/意义] 从信息生态要素平衡视角构建应急情报体系,创新性提出能够从根本上应对危机、实现可持续服务与管理的应急情报体系,推动我国形成"动静结合""平战结合"的公共卫生突发事件应急情报体系。[方法/过程] 采用文献研究法总结目前国内外应急情报体系研究现状,分析信息生态理论对应急情报体系构建的借鉴价值。从信息生态视角剖析公共卫生突发事件背景下的信息生态失衡现象,在传统情报流基础上构建以信息环境层、技术平台层和信息决策层三层生态结构为基础,兼具"动态应急管理流"与"静态生态平衡流"的应急情报体系模型。[结果/结论] 从信息生态视角提出"动静结合""平战结合"的"3×3"应急情报体系,构建有利于改善信息生态环境的应急情报体系,平衡信息人、信息技术、信息系统和信息环境的动态关系,为应急情报响应工作储备风险防控能力、共享开放能力、分析决策能力与资源调度能力。
[Purpose/significance] This paper innovatively constructs an emergency intelligence system which can essentially deal with crisis, realize sustainable service and management based on the perspective of information ecosystem balance concept, and it can promote the formation of an emergency intelligence system which not only unites "activity & stillness" but also combines "peacetime & wartime" during the process of emergency intelligence work for public health emergencies.[Method/process] This paper summarized the research status of emergency intelligence system at home and abroad, analyzed the value of the information ecology theory relating to the construction of emergency intelligence system by using literature research method. Starting from the information ecology imbalance phenomenon in the context of public health emergencies from the information ecological perspective, this paper proposed a new emergency intelligence system model based on traditional intelligence work flow. The new model contains three-layers ecological structure:the information environment layer, the technical platform layer and the information decision-making layer, and combines "dynamic emergency response flow" and "static ecological balance flow".[Result/conclusion] Constructing "3×3" Emergency Intelligence System which combines "activity & stillness" and "peacetime & wartime" from the perspective of information ecology can help to improve the information ecology environment for public health emergencies, balance the dynamic relationship between human, technology, system and information environment, and make contributions to reserving risk prevention and control ability, data open and sharing capability, analyzing and decision-making ability and resource scheduling capability.
