摘要

[目的/意义] 针对国内科技界对突发公共卫生事件下科研成果开放共享的总体情况和相关制度规范认识不足的现实情况,对突发公共卫生事件下国际科研成果开放共享的主要发展脉络进行梳理,希望能够反映其主要发展历程和相关制度规范的整体概貌,给我国科研机构、政府部门和学界提供参考。[方法/过程] 通过回顾突发公共卫生事件下科研成果开放共享20多年来的发展历史,根据发展历程中主要关注点的不同,将其分为三个阶段,并对各个阶段的主要事件、重要文献、问题理念、政策规范、实践特点等进行总结梳理。[结果/结论] 经过三个阶段的发展,相关的规范和机制逐步形成并完善。自2020年以来,突发公共卫生事件下科研成果开放共享的方式方法进一步快速发展,得到了全球科技界的高度关注,引发新冠肺炎疫情改变传统学术交流及科研范式的感慨,也突显出还有一些问题值得进一步深入研究和解决。

Abstract

[Purpose/significance] In view of the fact that the domestic scientific and technological circles do not have enough understanding of the overall situation of open and sharing of scientific results in the context of public health emergencies, the relevant systems and norms are not enough concerned, and the application of international rules is not sufficient, the author combs the main development context of open and sharing of scientific results in public health emergencies. By doing so, the author hopes to reflect its main development process and relevant system and norms, and to provide reference for China's scientific research institutions, government departments and academic circles.[Method/process] By reviewing the development history of open and sharing of scientific results in the context of public health emergencies for more than 20 years, according to the different main concerns in the development process, it is divided into 3 stages, and the main events, important documents, problem concepts, policy norms, practice characteristics of each stage were summarized.[Result/conclusion] After 3 stages of development, the norms and mechanisms of open and sharing of scientific results in the context of public health emergencies have been gradually formed and improved. Since 2020, the ways and methods of open and sharing of scientific results in the context of public health emergencies have been further developed. This has received great attention from the global scientific and technological community, and aroused the exclamation of that the COVID-19 outbreak has changed the traditional scholarly communication and scientific research paradigm. But it also highlights that there are still some issues need to be solved.
