摘要

[目的/意义] 梳理总结国内外面向重大公共卫生事件的智库服务现状，为相关智库建设提供参考。[方法/过程] 采用文献调查法和网络调研法对面向重大公共卫生事件的智库服务展开调研，对35个重点智库案例资料进行深入分析。[结果/结论] 将相关智库服务分为面向决策层、面向专业领域、面向公众三种基本类型，归纳智库服务共性及典型服务实践，总结国内外智库服务在主题、内容和形式上的差距，并从服务设计、活动原则、机制保障三个方面为面向重大公共卫生事件的中国特色新型智库发展提出建议。

Abstract

[Purpose/significance] This paper aims to provide a reference for the construction of relevant think tanks by summarizing and analyzing the status quo of think tank services for major public health emergencies at home and abroad.[Method/process] By literature research and website survey, the research investigated the services provided by think tanks for major public health emergencies, including in-depth analysis of 35 key think tanks.[Result/conclusion] The relevant think tank services are classified into three basic types:decision-maker-oriented, professional-and-practitioner-oriented and public-oriented. The research delivers a summary about the commonalities and typical service practice of different think tank services, and points out the gap in themes, contents and forms of think tank services at home and abroad. Finally, the research puts forward the proposals to develop new think tanks with Chinese characteristics for major public health emergencies from three aspects of service design, activity principle and mechanism guarantee.
