摘要

[目的/意义]总结分析专利价值评估在理论和实践中的研究进展,反思其存在的问题,预见专利价值评估优化路径,从而促进高质量专利筛选,支撑知识产权强国建设。[方法/过程]运用文献调研法和内容分析法,梳理专利价值评估方法从19世纪90年代至今的流变,对其进行阶段性发展分类,评述现有研究的不足,并展望未来可行的优化路径。[结果/结论]现有研究经历从单维专利价值评估到多维专利价值评估的转换,但对评估体系的探讨大多停留在理论层面,评估指标的选取多掺杂主观因素,且指标权重研究未受到重视;有针对性的研究不多、缺乏中国官方专利价值评估系统和评估指标数据可获得性差等原因导致研究不够深入;现有评估方法主要是基于有形资产评估形成,用来评估专利这种无形资产有天然的局限。未来,优化专利价值评估要重视探索动态评估、选择有针对性的评估方法,并构建中国官方的专利价值评估体系。

Abstract

[Purpose/Significance] This paper summarizes and analyzes the research progress of patent value evaluation in theory and practice, reflects on its constraints, and foresees the optimization path of patent value evaluation, to promote high-quality patent screening and support the construction of a powerful intellectual property country. [Method/Process] By using the methods of literature research and content analysis, this paper combed the evolution of patent value evaluation methods from the 1990s to the present, classified their phased development, commented on the shortcomings of existing research, and looked forward to the feasible optimization path in the future. [Result/Conclusion] The existing research has experienced the transformation from one-dimensional patent value evaluation to multi-dimensional patent value evaluation, but the discussion on the evaluation system mostly stays at the theoretical level, the selection of evaluation indicators is mixed with subjective factors, and the research on index weight has not been paid attention; The lack of targeted research, the lack of China's official patent value evaluation system and the poor availability of evaluation index data lead to the lack of in-depth research; The existing evaluation methods are mainly based on the evaluation of tangible assets. There are natural limitations in the evaluation of intangible assets such as patents. In the future, optimizing patent value evaluation should pay attention to exploring dynamic evaluation, selecting targeted evaluation methods, and constructing China's official patent value evaluation system.
