[目的/意义]在实施网络存档实践项目进程中,各阶段均需制定相应的政策文件,从而保证有序、高效地进行网络存档活动。剖析国外网络存档与利用政策,为我国网络存档实践提供参考。[方法/过程]选取10个国外存档与利用政策文本,其中大部分为国际互联网保存联盟成员机构的存档项目文本,采用文本内容分析法提炼政策构成元素。[结果/结论]研究发现,网络存档与利用政策可分为3个一级主题内容。其中,存档内容选择与保存一级主题,包含采集范围与采集方式、采集内容优先权、合作保存、预评估与存档流程、技术选择5个二级主题和20个三级主题;存档内容管理与利用一级主题,包括质量管理与评估、存档内容获取、存档内容利用3个二级主题和17个三级主题;保障政策一级主题,包括权利、法律义务、人力配置、合规管理4个二级主题和9个三级主题。
[Purpose/Significance] In the process of implementing the network archiving practice project, corresponding policy documents must be formulated at each stage to ensure that the network archiving activities are carried out in an orderly and efficient manner. Analyzing foreign network archiving and utilization policies is to provide reference for my country's archiving practice.[Method/Process] This paper selected 10 foreign archiving and utilization policy texts, most of the texts were archiving projects of member institutions of the International Internet Preservation Alliance, and this paper also used the text analysis to extract policy constituent elements.[Result/Conclusion] This study finds that network archiving and utilization policies can be divided into three first-level themes. Among these themes, the first-level themes of archived content selection and preservation, includes collection scope and collection method, collection content priority, cooperative preservation, pre-evaluation and archiving process, and technical selection 5 second-level themes and 20 third-level themes; The first-level themes of archived content management and utilization includes quality management and evaluation, archived content acquisition, and archived content utilization 3 second-level themes and 17 third-level themes; The first-level themes of safeguard policy includes rights, legal obligations, manpower allocation and compliance management 4 second-level themes and 9 third-level themes.
