[Purpose/Significance] Along with the continuous maturation of digital technology, the meta-cosmic government affairs will be the iteration of contemporary government affairs. Presenting the meta-cosmic government affairs in the form of model can provide a new idea for the transformation of contemporary government affairs.[Method/Process] In this paper, the complex network analysis method was adopted to capture multiple types of "pain points" data from the different perspectives, so as to identify the nodes and associations of the contemporary government data collaborative network. Then, taking data collaborative concept as the core, on the analysis of the existing shortage of contemporary government affairs at the same time, strengthening by the "data-department-subject" data coordination and its guarantee mechanism, taking meta-cosmic as a carrier for the realization of data collaboration path, to explore the synergy path and synergistic effect under the level of department, storage, management, service and evaluation.[Result/Conclusion] The meta-cosmic government affairs model constructed in this paper can realize the trend expression, structural framework and sequential management of data, problems, subjects and their associations. The meta-cosmic government affairs model described by "subject reconstruction + data collaboration + virtual and real situation" in the process of modernization of government governance system and governance capacity is displayed in detail, which provides a reference for breaking through the inherent behavior dilemma of contemporary government affairs.
