摘要

[目的/意义] 对现有科研院校技术转移效率评价研究进展进行总结,为进一步开展科研机构技术转移效率评价方法和模型的研究与应用提供理论支撑。[方法/过程] 系统梳理现有相关研究成果,从评价研究实施对象、影响因素研究、评价指标研究、评价方法与模型研究4个方面总结现有研究的主要内容与特点,分析现有研究的局限性,探讨未来研究发展方向。[结果/结论] 现有研究的局限主要在于:高度关注大学评价,面向科研机构评价的针对性研究极度匮乏;关注与技术供体相关的效率影响因素,对环境相关影响因素的定量分析较薄弱;国内研究中对于技术转移成效的经济和市场维度评价考量不足;缺乏具有应用性与实操性的定量化评价方法及模型。未来研究将关注以下方向:加强面向科研机构尤其是新型研发机构的针对性评价研究;强化影响因素作用的定量化测度;重视质量、经济与效益维度的评价指标;深化评价模式与工具创新及应用。

Abstract

[Purpose/Significance] In this paper, the research progress in the efficiency evaluation of technology transfer in the universities and scientific research institutions is reviewed in order to carry out research and application of technology transfer efficiency evaluation methods and models in scientific research institutions to provide theoretical support.[Method/Process] The existing research progress was summarized systematically from four perspectives:evaluation objects, influencing-factor research, evaluation-index research, evaluation method and model research. Then the limitations of existing research were explored, and the future research directions were discussed.[Result/Conclusion] The main limitations of the existing research are as follows. Firstly, too much attention paid to the university evaluation, while targeted research for the scientific research institution-oriented evaluation is extremely scarce. Secondly, the efficiency influencing factor research related to patent technology itself is rich, while the environment-related influencing-factor quantitative research is weak. Thirdly, the consideration of economic and market dimensions of technology transfer effectiveness is insufficient. Finally, there is a lack of quantitative evaluation methods and models with applicability and practicality. The possible research work in the future may focus on the following:strengthen scientific research institution-oriented research, especially a targeted evaluation study of new R&D institutions; strengthen the quantitative measuring of the effect of influencing factors; pay more attention to the evaluation indicators from the perspectives of quality, economy and market benefits; deepen the innovating and application of evaluation models and tools.
