公共图书馆法人治理结构政策执行影响因素及对策研究

摘要

[目的/意义] 厘清公共图书馆法人治理结构政策执行影响因素的不同层次关系，对于促进公共图书馆高质量发展，健全公共文化服务体系具有重大意义。[方法/过程] 基于史密斯模型的政策本身、执行机构、目标群体和执行环境4个维度，识别和确定12个影响公共图书馆法人治理结构政策执行的因素，得到“平面网络关系图”。利用ISM模型构建公共图书馆法人治理结构政策执行影响因素的关系结构模型。根据专家经验将12个因素划分为表层因素、枢纽因素、中间因素和深层因素，通过绘制多级递阶有向图，形成“立体网络关系图”。[结果/结论] 研究发现，建立常态化政策执行监督机制、提高政策的明晰性和协调性、优化内部运行制度，以及加大政策宣传力度等多项关键性措施，有利于推进公共图书馆法人治理结构政策的有效执行，并为公共图书馆法人治理结构的实践工作提供一定的借鉴与参考。

Abstract

[Purpose/Significance] To clarify the relationship between different levels of factors affecting the implementation of policies on the corporate governance structure of public libraries, which is of great significance for promoting the high-quality development of public libraries and improving the public cultural service system. [Method/Process] Based on the four dimensions of the Smith model, including policy itself, the implementing agency, the target group and the enforcement environment, 12 factors affecting the implementation of the public library corporate governance policy were preliminarily identified, and a “flat network diagram” was obtained. On this basis, the ISM model was used to construct the relational structure model of the influencing factors of the implementation of the public library corporate governance policy. According to expert experience, 12 factors were divided into surface factors, pivot factors, intermediate factors and deep factors, and a “stereoscopic network diagram” was formed by drawing a multi-level hierarchical directed graph. [Result/Conclusion] Through analysis, it is found that a number of key measures, such as establishment of a normalized policy implementation supervision mechanism, improving the clarity and coordination of policies, improving the internal operation system, and increasing policy publicity, are conducive to promoting the effective implementation of the corporate governance structure policy of public libraries, and provide some reference for the practice of public library corporate governance structure.
