[目的/意义] 在新一代信息技术革命背景下，针对城市群政府数据共享的选择性行为及其关系结构特征进行讨论分析。[方法/过程] 主要以政府间互动关系为出发点，运用社会网络分析方法对长三角区域的跨地区和跨部门数据共享网络结构进行量化剖析。[结果/结论] 当前我国城市群数据共享网络水平较低、结构有待优化；城市群数据共享网络的形成以强制性推动为主，但演化出自组织类网络；数据性质和原有政府间关系对城市群中相关政府主体行为选择具有重要影响。因此，提出要加强自组织型网络的培育、增强政策协同性和数据治理改革系统性等政策建议。
[Purpose/Significance] Under the background of the new generation of information technology revolution, the selective behavior of government data sharing in urban agglomeration and its relationship structure are discussed and analyzed. [Method/Process] Based on the inter-governmental interaction, the paper used social network analysis method to quantitatively analyze the structure of inter-regional and inter-departmental data sharing network in the Yangtze River Delta region. [Result/Conclusion] The results show that the data sharing network of current Chinese urban agglomerations has a low level and its structure needs to be optimized. The formation of urban agglomeration data sharing network is mainly driven by compulsion, but it has evolved into self-organizing network. The nature of data and the original inter-governmental relationship have an important impact on the behavior selection of relevant governmental subjects in urban agglomerations. Furthermore, the paper puts forward some policy suggestions to strengthen the cultivation of self-organizing network, enhance the policy coordination and reform the system of data governance.
