[目的/意义]破五唯是全社会关注的热门话题,也是当前学术评价活动中遇到的最大难题,“五唯”破除之后,依据什么开展学术评价是当前面临的最大问题。[过程/方法]借鉴数据驱动的思想和方法,首先对文献计量和同行评议发展的理论与方法困境及其产生的根源进行分析,然后,分析开展数据驱动学术评价的主要内容以及基于数据驱动学术评价需要解决的关键问题。[结果/结论]最后,构建数据驱动的学术评价范式的理论框架,包括学术评价问题的定义、学术评价对象数据的采集、学术评价模型的构建以及数据分析和结果解释。
[Purpose/Significance] Breaking the “five-only evaluation” is the biggest difficulty in the current academic evaluation activities, which has attracted great attention from the whole society. With the gradual weakening of the five indicators, the new basis in academic evaluation is the most important problem. [Method/Process] With the data-driven ideas and methods, we analyzed the theoretical and methodological difficulties in the development of bibliometrics and peer review, as well as the root causes of the difficulties. Then, we analyzed the main contents and the key problems of data-driven academic evaluation. [Result/Conclusion] Finally, we constructed the theoretical framework of data-driven academic evaluation paradigm. It concludes the definition of academic evaluation issues, the collection of data on academic evaluation objects, the construction of academic evaluation models and data analysis, and the interpretation of results.
