摘要

[目的/意义] 公共数据涉及大量有关国家安全、商业机密和个人隐私的内容,如何防范和化解公共数据安全风险,正确认识评估这些安全风险,考验着国家和政府公共数据安全管理的智慧,是提升国家治理体系现代化保障国家安全的关键。[方法/过程] 结合安全韧性理论提出预警体系、应对体系、恢复体系和成长体系4个模块的公共数据安全韧性治理体系,并在此基础上应用系统动力学方法,通过Vensim PLE进行仿真实验,探索关键因素及组合因素的动态关系。[结果/结论] 仿真结果表明,成长体系中的公共数据安全协同制度和公共数据安全技术迭代变量对公共数据安全韧性治理体系影响较大,预警体系、应对体系、恢复体系协同发展对公共数据安全韧性治理体系建设的可持续发展影响显著,并据此对建设公共数据安全韧性治理体系提出可行性建议。

Abstract

[Purpose/Significance] Public data involves a large amount of content related to national security, trade secrets, and personal privacy. To prevent and resolve public data security risks on the basis of correct understanding and evaluation tests the wisdom of national and government public data security management, and has become the key to improving the modernization of national governance system and ensuring the national security. [Method/Process] According to the theory of security resilience, this paper proposed a public data security resilience governance system including four modules, that is, early warning system, response system, recovery system and growth system. With the system dynamics method, it conducted simulation experiments through Vensim PLE to explore the dynamic relationship between key factors and combined factors. [Result/Conclusion] The simulation results indicate that the collaboration system and technology iteration variables of public data security in the post-growth system have a significant impact on its guarantee system. The collaborative development of early warning systems, response systems, and recovery systems has a significant impact on the sustainable development of the public data security guarantee system construction. Based on this, this study proposes feasible suggestions for building a resilient governance system for public data security.
