摘要

[目的/意义] 揭示科研人才国际流动经历对国际合作的影响,为人才融入全球学术网络和国家优化引才效益提供参考。[方法/过程]以304位有国际流动经历的科研人才为样本,构建包含流动信息和国际合作信息的10年面板数据。从时间长度、空间跨度和流动深度3个维度对国际流动进行解析,利用随机效应回归模型,探索国际流动各维度对国际合作的具体作用。[结果/结论]结果表明科研人才的国际合作在回国前后存在较大差异,国际流动不同维度对国际合作的影响不一:时间长度有显著促进作用;空间跨度有显著抑制作用;流动深度有显著促进作用。据此,为科研人才国际流动规划、科研机构管理措施完善和海外人才引进工作优化提出具体建议。

Abstract

[Purpose/Significance] Revealing the impact of the international mobility experience of scientific talents on international collaboration can provide references for scientists’ integration into the global academic network and optimization of national talent attraction benefits. [Method/Process] This paper took 304 Chinese scientists with international mobility experience as samples and constructed a panel dataset containing their ten-year mobility and collaboration information. Then, it analyzed international mobility from the three dimensions of time length, space width and mobility depth, and utilized random effects regression model to explore the specific impacts of each dimension of international mobility on international collaboration. [Result/Conclusion] The results show that there are great differences in the international collaboration of scientists before and after returning to China. Different dimensions of international mobility have different influences on international collaboration. The time length has a significant promoting effect. The space width has a significant inhibitory effect. The mobility depth has a significant promoting effect. Based on this, it puts forward specific suggestions for the formulation of the international mobility plan for researchers, the management measures improvement of domestic research institutions and the recruitment optimization of overseas talents.
