[目的/意义] 从文献数据资源建设的理念思路、业务流程、工作规范、市场监测、资源评估、权益谈判、决策机制、任务考核、制度体系、队伍组织等方面进行创新，推动重塑科技文献资源采购模式，加强文献资源采购风险管理，高质量完成文献资源采购保障。[方法/过程] 通过研究分析和案例实证方法，分析科技创新与科技决策场景下对科技文献数据资源获取和利用的新需求，研究数智时代下科技文献资源保障体系构建的方法、路径与机制，以中国科学院文献情报中心服务国家战略科技力量主力军为实证，阐述重塑中国科学院科技文献资源保障模式的发展目标、改革思路、创新举措与实践成果。[结果/结论] 科技文献数据资源体系建设是打造科技基础能力的一项基础性保障性工作，数智时代下需要通过升级文献数据资源谈判策略和商务采购方案分析评估模型、建立科技信息资源供应市场动态扫描和跟踪监测能力、强化商业文献数据资源的采购绩效与服务质量评价、构建立体化场景化的科技文献数据资源权益管理与服务体系、升级文献采购的论证决策与协同组织管理机制，加强采购风险管理与制度建设等方式，重塑科技文献资源保障模式。
[Purpose/Significance] Innovation in the conceptual approaches, team organization, work standards, business processes, market monitoring, resource assessment, rights advocacy, decision-making mechanisms, task evaluation, and institutional systems for literature data resource construction can promote the reshaping of the scientific and technological literature resource procurement model, strengthen risk management in resource acquisition, and ensure the high-quality completion of literature resource acquisition guarantees. [Method/Process] Taking the National Science Library of Chinese Academy of Sciences as a case study to serve the main force of the national scientific and technological strategic scientific and technological forces, this paper analyzed the development needs of scientific and technological innovation and scientific and technological decision-making, studied the methods, paths, and mechanisms of the construction of scientific and technological literature resource guarantee system in the era of digital intelligence, and expounded its development goals, reform ideas, innovative measures, and practical experience of reshaping the scientific and technological literature resource guarantee model. [Result/Conclusion] In the era of digital intelligence, it is necessary to upgrade the negotiation strategy of literature data resources, and the analysis and evaluation model of business procurement schemes, establish the dynamic scanning and tracking monitoring capabilities of the supply market of scientific and technological information resources, strengthen the procurement performance and service quality evaluation of commercial literature data resources, build a three-dimensional scenario-based management and service system for scientific and technological literature data resources, and upgrade the demonstration decision-making and collaborative organization and management mechanism of literature procurement, in order to strengthen acquisition risk management and system construction, and reshape the guarantee model of scientific and technological literature resources.
