摘要

[目的/意义] 提升文献情报机构科技文献基础能力，形成可持续的科技文献资源采购总体布局，推动科技文献资源采购价格回归公平合理，为促进学术生态良性发展提供思路与借鉴。[方法/过程] 调研国际文献采购联盟或机构的采购策略，分析我国在开放、数字和经济等形势下科技文献资源采购问题，结合六何分析法，提出文献情报机构科技文献资源建设思路。[结果/结论] 以中国科学院文献情报中心为例，研究设计新时期科技文献资源采购策略，包括确认采购内容和应用需求、创新评价原则和谈判方法、运行规范工作流程等。

Abstract

[Purpose/Significance] The paper aims to improve the basic capacity of technological literature, to form a sustainable layout of literature procurement, to promote the pricing of technological literature for a fair and reasonable price, and to provide ideas and references for the benign development of academic ecology. [Method/Process] This paper analyzed the problems of literature procurement under the digital, openness and economy environment in China, expounding the ideas of literature procurement by investigating international institutions. Using the method of 5W1H, it proposed the plan for literature construction. [Result/Conclusion] Combined with the innovative practice of National Science Library, it proposes the literature procurement strategy in new era, including the analysis of the scientific contend, the reasonable and efficient evaluation principles and negotiation methods, and the workflow specification.
