摘要

[目的/意义] 结合电子资源利用场景的迁移，构建智慧数据赋能的科技文献电子资源采购管理新模式，为实现高质量科技文献资源采购管理工作提供有益思考。[方法/过程] 结合电子资源采购管理传统模式、思路与方法，辨析其存在的不足，构建智慧数据赋能下的科技文献电子资源采购管理新模式，并实际运用于中国科学院集团电子资源采购管理工作中。[结果/结论] 通过实例运用构建的科技文献电子资源采购管理新模式，有助于提升资源采购方的谈判话语权，同时还验证了新模式具有较强的适用性和调整弹性，为实现高质量科技文献资源采购管理工作提供了有益探索。

Abstract

[Purpose/Significance] With the changes in electronic resources utilization, a new model for the resources management of scientific and technical literature is established to provide a useful reference for libraries to achieve the high quality of resources management. [Method/Process] This paper analyzed the deficiency in the model, thoughts, and methods of traditional electronic resources management, then established a new model for the resources management of scientific and technical literature empowered by intelligent data, and applied the new one to the electronic resources management of the Consortium of Chinese Academy of Sciences. [Result/Conclusion] Based on the results, the new model benefits resources subscribers in negotiations, has high applicability and elasticity, and improve the quality of resources management.
