[Purpose/Significance] The construction of a maturity evaluation model of digital resource service capability for a regional university library consortium can provide scientific standards and quantitative tools to evaluate the implementation effect and management level of its digital resource service. This will facilitate the promotion of resource sharing, service optimization and user experience enhancement. [Method/Process] Based on the literature research, the evaluation index system of digital resource service capability was initially formulated, and the expert opinions were summarized through the Delphi method to determine the scientificity and rationality of the indexes. The weights of the indicators were calculated using hierarchical analysis to construct a maturity model of digital resource service capability composed of multiple dimensions. The model evaluated service capability through five maturity levels: initial level, repeatable level, defined level, quantitative management level and optimization level. FULink, OhioLINK and CAVAL were used as case studies for application analyses. [Result/Conclusion] The model is an effective tool for evaluating the digital resource service capability of the university library consortium. It enables the identification of strengths and weaknesses in a number of key areas, including policy guarantee, organizational management, technical support, resource guarantee, service implementation and so forth. As a result, it has significant practical value.
