[Purpose/Significance] The value realization of high-value public datasets can drive efficient governance and accelerate industrial growth, serving as a pivotal force to strengthen data factor markets and propel digital economy development. [Method/Process] Based on the literature review, the article outlined the connotation of high-value datasets and provided a systematic analysis of the value realization from public data. Secondly, combined with the data value chain theory, it explored the research framework and implementation mechanism of the value realization of high-value public datasets. Thirdly, based on the case of the geographic information industry, it summarized and concluded the specific pathways of that abroad. Finally, it analyzed the current development of its construction in China and provides some strategic suggestions. [Result/Conclusion] This article constructs a value realization pathway for high-value public datasets through the coordinated development of ‘data supply—institutional assurance—platform support,’ offering new insights for further exploration and maximizing the multiplier effect of data as a key resource.
