Comparative Research on User’s Compulsory Norms of Research Libraries in China and America

The user's compulsory norms of ten research libraries in China and America showed on their websites involve entrance into the library, moving freely inside the library, behaviors inside the reading room, borrowing, intellectual property rights, information security, staying in the library, protection of library's property,etc. This paper draws four conclusions by comparing them:①the former's compulsory norms are specific, the latter are a little simple;②the former focuses on making the lower compulsory norms, the latter making the higher;③the action of making special compulsory norms for special user should be praised;④the best model of library compulsory norms is the generality plus the division.
