Open innovation has become the trend of library service innovation and the key of improving service ability, thus draws the attention of the library scholars and managers. After summarizing the definitions of the open innovation proposed by many scholars, the paper defines the concept of library open innovation. Then it builds the inner mechanism of open innovation in promoting service ability of library from the resource view. Finally, it analyzes the implementation strategies of library open innovation based on the mechanism model, such as constructing open innovation culture, building participation platform of the external stakeholders, improving library knowledge absorptive capacity, to improve service ability and promote the sustainable development of library.
