[Purpose/significance] The study aims to explore the research contents of development institution of information resources of library consortium abroad, to provide reference for the theory and practice research about such topic in China. [Method/process] By means of literature survey, research progress on four main topics ofcollection, organization, preservation and sharing are revealed. [Result/conclusion] Three distinct enlightenments of the research are revealed: library consortiums abroad emphasis on top level design of information resources development, put highlight on the research of cooperative collection planning and collection development policy,and research based on broader perspective.Main points should be focused on in the future studies: carrying out a systematic study on the development institution of information resources, exploringthe regional, national and international frameworks of information resource development through the tripartite cooperation of theorists, practitioners and government,developing the development institution of information resource with the change of time and space.
