[目的/意义]国外主要国家图书馆在管理决策与实施方面积累了很多成功的经验,值得我国借鉴,可以促进我国图书馆提高管理决策的科学性和实施的高效性。[方法/过程]梳理各国的相关法律、规程、战略规划、年度报告和资料汇编中关于管理决策系统、实施保障、监督模式等方面的内容,提炼支撑决策与实施的组织建制、人员配置、监督审计等制度设计方案。[结果/结论]国外主要国家图书馆的管理决策与实施都采用决策权、执行权和监督权相分离的运作模式。以馆长为首的管理层负责提出决策建议并执行审议通过的决策,以理事会为代表的决策层负责审议、批准决策方案,专设的监督机构负责监督管理的实施,并向主管部门提交评估和审计报告。我国应完善法律保障体系,在法人治理结构的改革试点中借鉴分权治理的制度设计,对管理流程进行调整优化,并尝试灵活多样的机构设置。

[Purpose/significance] A lot of successful experience of management decisions and implementation has been accumulated by major national libraries in foreign countries, which is worthy of our reference. It can make management decisions more scientific and implementation more efficient in China's libraries. [Method/process] This paper analyzed the relevant laws, regulations, strategic planning, annual reports and compilations about the management decision system, the implementing safeguards, the supervision mode. The design scheme of the organizational system, personnel allocation, supervision and audit was abstracted in this paper. [Result/conclusion] The operation mode of the decision-making power, the executive power and the supervision power has been adopted in the management decision and implementation of major national libraries in foreign countries. The management level headed by directors is responsible for making recommendations for making and implementing the decisions that are considered and adopted. Decision-makers represented by the council are responsible for the consideration and approval of the decision-making scheme. Special supervision institutions are responsible for supervising the implementation of management and submitting the assessment and audit report to the administration departments. In China, we should strengthen the legal safeguard system, learn from the system design of power separation in the reform of the corporate governance structure, adjust the management process, and try to set up a flexible and diverse organization.
