[Purpose/significance] Governments hold more than 80% of data resources of the society. Open government data can facilitate data reuse and add value to data. Licenses promote open government data from a legal perspective, which is an important part of open government data.[Method/process] This paper investigated foreign governments' adoption of three types of licenses, including the Creative Commons Licenses, the Open Source Software License and licenses developed by foreign governments. The authors analyzed the scope of the licenses and license conditions. With the comparative analysis method, the authors analyzed the applicability of different types of licenses from the perspective of their compatibility.[Result/conclusion] Local government open data platforms have not used unified licenses and it is suggested to apply the Creative Commons Licenses to open government data in China.
