[目的/意义]针对数字资源不断扩充，经费投入持续走高的现状，使用效益评估的重要作用日益彰显。COUNTER规范在十余年间始终致力于统计标准的研究与完善。[方法/过程]第五版现已发布，通过对比现行第四版规范，总结其在文档格式、资源类型、元素类型、报告属性及适用范畴等方面的新特征，并进行初步解析。[结果/结论] COUNTER5版本更新已有元素，增加计量维度，提升定制需求的灵活度，实现报告整体的简化和明晰，将更好地为资源供求利益相关者的规范管理及利益维护提供保障。提前了解与学习最新版本，将有助于图书馆更好地开展资源采购与评估相关工作。
[Purpose/significance] The Benefit evaluation is becoming more and more important under the background of expanding e-resources and increasing funding. COUNTER code of Practice has provided consistent, credible and comparable statistical standards over the past ten years. [Method/process] RELEASE 5 is now available. Compared with the previous edition, this article summarizes its new features in the following aspects, such as document formats, resource types, element types, report attributes and scope of applications, and making a preliminary analysis. [Result/conclusion] The new version updates elements, increases measurements, enhances the flexibility of customization requirements, and realizes simplification and clarity of reports. It will provide better protection for the standardized management and interest maintenance of all stakeholders in the book supply chain. Studying the new version in advance will help libraries to carry out resource procurement and evaluation better.
