[目的/意义] 建立城市低收入人群公共文化服务获取困境的理论模型，归纳城市低收入人群获取公共文化服务的困难所在，推动公共文化服务获取的人群均等化。[方法/过程] 实地观察城市低收入家庭的文化生活环境，对67位城市低收入人群进行半结构式访谈，运用扎根理论的方法研究城市低收入人群获取公共文化服务面临的困境。[结果/结论] 城市低收入人群在公共文化服务获取中深陷于内外双重施压、反馈机制失效的困境。造成此种现象的原因是复杂且深层次的，主要包括个人认知限制、客观条件压力、服务供给差异与反馈机制失效4个核心范畴，各核心范畴间相互作用。建议从夯实物质生活基础、打破固有思维桎梏、优化资源配置供给、重塑主体权益意识方面多管齐下，合力改善低收入人群公共文化服务获取困境。
[Purpose/significance] To establish a theoretical model of the plight of urban low-income people in access to public cultural services, summed up the difficulties of urban low-income people in access to public cultural services, and promote the equalization of public cultural services. [Method/process] Through observing the cultural living environment of urban low-income families and conducting semi-structured interviews with 67 urban low-income people, this paper uses the grounded theory method to study the difficulties faced by urban low-income people in obtaining public cultural services. [Result/conclusion] Urban low-income people are deeply trapped in the dilemma of internal and external pressure and feedback mechanism failure in obtaining public cultural services. The reasons for this phenomenon are complex and deep-seated, which can be divided into four core categories:personal cognitive constraints, objective condition pressure, service supply differences and feedback mechanism failure. It is suggested that we should work together to improve the low-income people's access to public cultural services by strengthening the material life foundation, breaking the shackles of inherent thinking, optimizing the allocation and supply of resources, and reshaping the awareness of the rights of the main body.
