[目的/意义] 不确定性是情报工作面临的主要问题,应对不确定性的情报研究是情报理论与实践的基本议题。[方法/过程] 阐述针对不确定性的情报理论探索中必须解决的几个情报认知基本问题,包括:情报基本概念、情报任务场景、情报评估诉求、情报分析方法、情报理论研究、情报体系能力和情报学科建设。[结果/结论] 提出情报工作者针对不确定性问题进行研究分析的规范做法应当是"破除称谓困扰,兼顾发展安全,立足资源整序,重视感知刻画,突出线索发现,强化体系能力"。

[Purpose/Significance] Uncertainty is the main problem faced by information work, and the studies of information deal with uncertainty are the basic topics of information theory and practice. [Method/Process] This article elaborated on several basic issues in information cognition that must be solved in the study of information theory aimed at uncertainty, including:basic concepts of information, scenarios of information tasks, requirements of information assessment, methods of information analysis, theory research on information, capabilities of information system and disciplinary construction of information science. [Result/Conclusion] It is proposed that the normative approach for information workers to conduct research and analysis on uncertainties should be not to be restricted by titles, to take account of both security and development, to be based on resources ordering, to emphasize awareness and description, to highlight clue discovery, and to strengthen system capabilities.
