[Purpose/Significance] Focusing on the goals and tasks of the construction of a socialist cultural power with Chinese characteristics, and based on the public cultural regulation and policy environment of archival documentary heritage work, this study examines the regulations and policies related to national archival documentary heritage issued since the proposition of “cultural power” by Central Committee of the Communist Party of China in 2011, so as to provide references for the further improvement of archival documentary heritage work in China. [Method/Process] Mainly adopting the policy analysis method, this study investigated 32 national-level regulations and policies related to the archival documentary heritage and analyzed them from five dimensions: subject, form, goal, content, and tools of the regulations and policies. Then, it analyzed and summarized their status quo, characteristics, and dilemmas to propose optimization strategies accordingly. [Result/Conclusion] Archival documentary heritage regulations and policies in China are mainly characterized by the combination of multi-party promotion and targeted deployment, efforts to promote the systematic protection of archival documentary heritage, attention to the cultural interpretation of archival documentary heritage content, and highlighting the “state-society” dual policy-making scenarios, etc. However, there are still practical dilemmas, such as an unsound regulatory and policy system, imperfect content, slow dynamic updating, weak synergy, and difficulty in releasing effectiveness. It is urgently needed to dock the cultural power strategy and strengthen the top-level design of regulations and policies, balance the combination of policy tools and enrich and improve the content of regulations and policies, address the needs of the country and society and continuously promote the innovation in regulations and policies, improve the synergy mechanism of the system to promote the landing of regulations and policies; and explore the assessment of the system to enhance the implementation effectiveness of regulations and policies.
