摘要

[目的/意义] 公共数据资源登记有利于了解我国公共数据资源现有状况，也有利于对公共数据资源的发现和开发利用。但公共数据资源属于新型数据资产，其登记不同于传统资产的登记，构建公共数据资源登记目录体系模型，对相关部门编制公共数据资源登记目录具有重要意义。[方法/过程] 在明确公共数据资源登记目录内涵的基础上，基于数据资源持有、数据加工使用和数据管理经营“三权分置”思想，根据公共数据资源登记目录的参与要素和运行机制，从4个维度构建公共数据资源登记目录体系模型。[结果/结论] 公共数据资源登记是相关主体对公共数据资源的相关事项的记录活动，由管理主体、供给主体、授权主体与运营主体作为参与共同体协同完成。公共数据资源登记目录体系框架由主体维、目录维、技术维、机制维4个维度构成。从结果导向上看，公共数据资源登记目录体系贯穿数据登记、数据存储、数据聚合、数据共享运营服务的全周期过程。

Abstract

[Purpose/Significance] The registration of public data resources is conducive to understanding the current status of public data resources in China and also facilitates the discovery and utilization of such resources. However, public data resources are a new type of data asset, and their registration differs from that of traditional assets. Constructing a model for the registration directory system of public data resources is of great significance for relevant departments to compile such directories. [Method/Process] This paper firstly clarified the connotation of the registration directory of public data resources. In accordance with the “three rights separation” concept of data resource holding, data processing and use, and data management and operation, it constructed a registration directory system model of public data resources from four dimensions with a consideration of its participating elements and operational mechanisms. [Result/Conclusion] The registration of public data resources is the record-keeping activity of relevant entities regarding matters related to public data resources, which is accomplished collaboratively by the management entity, supply entity, authorization entity, and operation entity as a participating community. The framework of the registration directory system of public data resources consists of four dimensions: the entity dimension, the directory dimension, the technology dimension, and the mechanism dimension. From a result-oriented perspective, the registration directory system of public data resources runs through the entire cycle process of data registration, data storage, data aggregation, and data sharing and operation services.
