[目的/意义] 建立公共数据资源登记的标准体系，推动公共数据资源登记工作的规范化实施，确保公共数据资源的高效管理与开发利用。[方法/过程] 基于公共数据资源的登记流程提取出公共数据资源、登记主体、登记机构、登记平台4个登记要素，对其进行标准需求分析，为后续构建公共数据资源登记标准体系提供基础。[结果/结论] 结合现有政策文件、标准实践、理论研究中对于数据标准体系的构建方法与要求，针对多元化标准需求提出公共数据资源登记标准体系，划分为基础层体系规范、业务层体系规范与管理层体系规范3个层次，并进一步提出标准体系的应用框架，指明每项标准规范的服务程序、服务对象及服务场景，为公共数据资源的登记标准制定及实践规范提供参考。
[Purpose/Significance] Establishing a standard system for public data resource registration can promote the standardized implementation of public data resource registration, and ensure the efficient management and development of public data resources. [Method/Process] Based on the registration process of public data resources, four registration elements were extracted: public data resources, registration entities, registration agencies, and registration platforms. The standard requirements were analyzed for these elements to construct a standard system for public data resource registration. [Result/Conclusion] Combining the construction methods and requirements for data standard systems in existing policy documents, standard practices, and theoretical research, a standard system for public data resource registration is proposed to address diverse standard requirements. This system is divided into three levels: basic-level, business-level, and management-level system specifications. Furthermore, an application framework for the standard system is put forward, specifying the service processes, targets, and scenarios for each standard specification to provide references for formulating registration standards and practical norms for public data resources.
