摘要

[目的/意义] 在我国大力发展社会主义先进文化、提振文化自信的新时代背景下，为从根本上杜绝学术不端，创造性地将个人征信引入学术领域，构建学术征信体系以实现对学术不端的前置治理与联合预防，助力我国社会信用体系建设。[方法/过程] 运用文献调研法全面梳理国家政策要求及代表性研究成果；运用访谈法调查学术研究者、学术出版者、主管部门等对学术不端治理的理解与要求；运用演绎法遵循学术研究内在规律设计基于学术征信的学术不端前置治理框架，并运用逻辑分析法探讨其核心功能和运行机制。[结果/结论] 学术不端前置治理体系基于国家和地方相关政策规定和学术利益相关者实际需求，具有学术诚信核查、学术不端查询、学术征信报告、学术不端警示、诚信数据共享等核心功能，可面向关键学术节点和学术生产全过程联合防范学术不端行为，并以政策引领与推动为导向，以行业联动与协同为重点，以个人授权与自律为基础，通过有效发挥三方合力，实现对学术不端的全方位、全流程、立体化前置治理。学术不端前置治理体系能够系统化、制度化、程序化地预防学术失信，将事后惩戒为主转变为事前预防为主，按国家要求形成“不敢失信”“不能失信”“不想失信”的浓厚学术诚信氛围，从根源上铲除滋生学术不端的土壤，有效保障学术研究以诚信为基石高质量发展。

Abstract

[Purpose/Significance] For the vigorous development of advanced socialist culture and the boosting of cultural self-confidence in China under the New Era, in order to fundamentally prevent academic misconduct, personal credit is creatively introduced into academic field, and academic credit system is constructed to achieve the pre-governance and joint prevention of academic misconduct, and assist the construction of China’s social credit system. [Method/Process] The national policy requirements and representative studies were comprehensively summarized through literature review. Interview method was applied to investigate the understandings and demands on governance of academic misconduct of academic researchers, academic publishers and competent departments, etc. The pre-governance framework for academic misconduct based on academic credit was designed by deductive method according to the intrinsic law of academic research, and logical analysis method was applied to explore its core functions and operating mechanisms. [Result/Conclusion] Based on relevant national and local policy regulations and the actual demands of academic stakeholders, the pre-governance system of academic misconduct has the core functions such as academic integrity verification, academic misconduct inquiry, academic credit investigation report, academic misconduct warning, integrity data sharing, and so on. It can jointly prevent academic misconduct facing key academic nodes and the whole process of academic production. It can realize the all-round, full-process and three-dimensional pre-governance of academic misconduct by effectively leveraging the tripartite synergies, namely, policy leadership and promotion as the guidance, industrial linkage and collaboration as the focus, and individual authorization and self-discipline as the basis. The pre-governance system can prevent academic dishonesty in a systematic, institutionalized and procedural mode, shift the focus from post punishment to pre prevention, form a strong academic integrity atmosphere of “dare not lose credit” “cannot lose credit” “do not want to lose credit” according to national requirements, and eradicate academic misconducts, and effectively ensure the high-quality development of academic research with integrity.
