[目的/意义] 构建科学完备的高校图书馆阅读推广成效评价指标体系，是提高高校图书馆阅读推广工作标准化水平、促进新时代高校图书馆高质量内涵式发展的关键举措。[方法/过程] 以CIPP（Context, Input, Process, Product Evaluation）模式为基本框架，以落实高校立德树人根本任务为主线，以融入高校高质量内涵发展为依托，以充分发挥图书馆校园文化中心的引领作用、实现全方位育人为落脚点，从背景、输入、过程和成果4个维度构建高校图书馆阅读推广成效评价模型。基于政策、理论与实践经验依据，拟定高校图书馆阅读推广成效影响因素，综合运用多元因子分析以及层次分析法确定评价指标体系结构与权重。[结果/结论] 构建包含4个评价维度、12项评价指标和59个观测点的高校图书馆阅读推广成效评价指标体系。在对指标体系进行反思的基础上，从评价模式、评价手段、评价人员专业性和评价管理机制等方面提出实施高校图书馆阅读推广成效评价的建议。
[Purpose/Significance] The construction of a scientific and complete evaluation index system for the effectiveness of reading promotion in university libraries is a key measure to improve the standardization of reading work and to promote the high-quality and substantive development of university libraries in the new era. [Method/Process] Based on the CIPP model as the fundamental framework, with the implementation of the fundamental task of cultivating virtue and fostering talent in higher education institutions as the main line, supported by the integration into the high-quality and connotative development of universities, and aimed at fully leveraging the guiding role of university libraries as cultural centers on campus to achieve comprehensive education, this model constructed an evaluation framework for the effectiveness of library reading promotion in higher education institutions from four dimensions: background, input, process, and outcome. Based on policies, theories, and practical experience, this paper proposed the factors influencing the effectiveness of library reading promotion, and comprehensively employed multi-factor analysis and the Analytic Hierarchy Process (AHP) to determine the structure and weighting of the evaluation index system. [Result/Conclusion] A reading promotion effectiveness evaluation system in university libraries is built, which includes 4 evaluation dimensions, 12 evaluation indicators, and 59 observation points. Based on a reflection on the index system, suggestions for implementing the evaluation of university library reading promotion effectiveness are proposed, focusing on evaluation models, evaluation methods, the professionalism of evaluators, and evaluation management mechanisms.
