摘要

[目的/意义] 构建面向高质量高等教育的图书馆在地国际化知识服务模式，为图书馆开展支持高校在地国际化高层次人才培养、高水平科学研究与高标准管理决策的在地国际化知识服务提供理论与实践参考。[方法/过程] 以高等教育高质量发展的重要目标——高层次人才培养、高水平科学研究、高标准管理决策为导向，结合QS2025世界大学排名前六高校，九校联盟高校，中外合作办学代表性高校，我国东、南、西、北、中部地区其他代表性高校的图书馆官网及相关文献调研，构建支持高校在地国际化高层次人才培养、高水平科学研究与高标准管理决策的图书馆在地国际化知识服务模式体系。[结果/结论] 图书馆在地国际化知识服务具有国际化、在地化、自主化的特征和可及性强、普及性高、受益面广的优势，图书馆应立足高质量高等教育对图书馆高质量知识服务的时代要求，从国际一流大学教学参考资源分层建设、辅助国际化创新人才培养的信息素养双语教学、国际化示范院系双语“微服务”、国际化创新空间建设出发，构建在地国际化高层次人才培养支持服务模式；从重要学科国际核心资源建设、国际前沿与热点研究课题全周期服务、国际高水平论文产出分析、国际化科研原始创新主题识别出发，构建在地国际化高水平科学研究支持服务模式；从重要学科国际化权威性评估认证支持、国际化科研产出多维分析、国际一流人才学术成果与成长规律分析出发，构建在地国际化高标准管理决策支持服务模式，为我国高等教育高质量发展与“双一流”建设贡献力量。

Abstract

[Purpose/Significance] This article constructs a library knowledge service model of supporting universities’ internationalization at home targeted at high-quality higher education, providing a theoretical and practical reference for libraries to carry out knowledge services that support the cultivation of high-quality talents, high-level scientific research, and high standard management and decisions in universities. [Result/Conclusion] Guided by the key objectives of high-quality higher education development, namely, high-quality talent cultivation, high-level scientific research, and high standard management and decision-making, this study constructed a library’s “internationalization at home” knowledge service model. The construction was based on a survey of the related literature of various institutions, including the top six universities in the QS 2025 World University Rankings, C9 League universities, representative Sino-foreign cooperative universities, other representative universities from the eastern, southern, western, northern, and central regions of China. [Result/Conclusion] The library knowledge service supporting universities’ internationalization at home has the characteristics of internationalization, localization, and autonomy, as well as the advantages of strong accessibility, high popularity, and wide benefits. To meet the demands of modern high-quality higher education, libraries should develop a multi-faceted service framework. First, a service model to support high-level talent cultivation is constructed through the development of teaching reserves for international first-class universities, bilingual information literacy instruction to assist internationally innovative talent cultivation, bilingual “microservices” for international departments, and the development of international innovation spaces. Second, a service model to support high-level scientific research is constructed from the perspectives of constructing internationally core resources for key disciplines, serving the full cycle of research projects on internationally cutting-edge and hot topics, analyzing internationally high-level paper output, and identifying original innovation themes of international scientific research. Third, a service model to support high-standard management and decision-making is constructed from the perspectives of supporting the international and authoritative evaluation and certification of the universities’ important disciplines, conducting multi-dimensional analysis of international scientific research output, and analyzing academic achievements and growth patterns of internationally firstclass talents. Therefore, it will contribute to the high-quality development of higher education and “Double FirstClass” construction in China.
