Lotka Extended Model for Zero Rating Data

The original Lotka model is incapable of zero rating data in the bibliometric data. This paper proposes extended model and gives the special parameters fitting method to solve the fitting problem with zero rating data. Lotka extended model does not replace the traditional model, but supplies to it.
