Editorial and Publishing Process

Editorial and Publishing Process of the LIS Press

(Applicable for 2020)

To further control the quality of the manuscript publication, both academic journals under LIS Press, namely Library and Information Service and Knowledge Management Forum, consistently adhere to the three-review and three-proofreading system and the responsibility editor system. Based on this, a detailed editorial and publishing process has been formulated, which is now open to all authors and readers. We welcome compliance and oversight from our authors and readers.

Pre-Acceptance Manuscript Review Process

Library and Information Service (founded in 1956, bimonthly):

a. Manuscript Submission—Submission website: www.lis.ac.cn;

b. Receipt and Initial Screening of Manuscripts – Handled by the editorial department, within 3 working days;

c. Preliminary Review (options for rejection/redirection to another journal/contact author for data supplementation) – Handled by mid-level editors in the editorial department, within 7 working days;

d. Peer Review – Conducted by 1-3 external experts for peer review, each within 10 working days;

e. Editorial Review (can be repeated multiple times, with options for another round of external review, rejection/redirection/contact author for data supplementation) – Handled by senior editors in the editorial department, within 10 working days;

f. Review by Editor-in-Chief (can be repeated multiple times, with options for another round of external review, acceptance/rejection/redirection)– Handled by the journal’s Editor-in-Chief, within 10 working days;

g. Revision Return – Manuscripts returned to the author for modifications, typically within 7 working days, extendable based on the volume of revisions;

h. Rejection (or Redirection to Another Journal) – Handled by the editorial department (providing reasons for rejection);

i. Second Round of Editorial Review – For revised manuscripts, handled by senior editors, within 10 working days;

j. Final Review by Editor-in-Chief – For revised manuscripts, handled by the journal’s Editor-in-Chief, within 10 working days;

k. Acceptance and Post-Acceptance Procedures – Handled by the editorial department, within 5 working days.

Knowledge Management Forum (officially published since 2016, bimonthly):

a. Manuscript Submission—Submission website: www.kmf.ac.cn;

b. Receipt and Initial Screening of Manuscripts – Handled by the editorial department, within 2 working days;

c. Preliminary Review (options for rejection/contact author for data supplementation) – Handled by mid-level editors in the editorial department, within 3 working days;

d. Peer Review – Conducted by 1-3 external experts for peer review, each within 10 working days;

e. Editorial Review (can be repeated multiple times, with options for another round of external review, rejection/contact author for data supplementation) – Handled by senior editors in the editorial department, within 5 working days;

f. Review by Editor-in-Chief (can be repeated multiple times, with options for another round of peer review, acceptance/rejection) – Handled by the journal’s Editor-in-Chief, within 5 working days;

g. Revision Return – Manuscripts returned to the author for modifications, typically within 7 working days, extendable based on the volume of revisions;

h. Rejection – Handled by the editorial department (providing reasons for rejection);

i. Confirmation of Acceptance– The author confirms publication and uploads the signed agreement within 3 working days.

Post-Acceptance Manuscript Handling Process

Applicable to Library and Information Service:

1. Editorial Processing - Handled online by external editors, within 5 working days.

2. Through Reading - Conducted by mid-level or above editors online, within 5 working days.

3. English Editing - Managed by external English editors online, within 5 working days.

4. Author Proofreading 1 - Authors proofread the edited manuscript, within 3 working days.

5. Editorial Proofreading - Carried out by external editors online, within 5 working days.

6. Pre-Typesetting - Arranged by the editorial department, and scheduled according to the publication timeline.

7. Responsible Editor Review - The current issue’s responsible editor reviews the manuscript, within 7 working days.

8. Typesetting - Handled by external typesetters, within 10 working days.

9. Author Proofreading 2 - Authors proofread the post-typesetting manuscripts again, within 2 working days.

10. Final Proofreading by Responsible Editor - The current issue's responsible editor conducts the final proofreading and modifications, finalizing the manuscripts based on the publication timeline, such as ordering, section division, withdrawal, or submitting for another round of author proofreading.

11. Dispatching Final Manuscripts - Finalized manuscripts are dispatched by the current issue’s responsible editor.

12. Prepress Proof Review - Conducted by the Editor-in-Chief, deputy chief editors, senior editors, etc., for a final check before print.

13. Printing/Online Publishing (Priority Publishing).

Applicable to Knowledge Management Forum:

1. Editorial Processing - Handled online by external editors, within 5 working days.

2. Through Reading - Conducted by mid-level or above editors online, within 5 working days.

3. English Processing - Handled by external English editors online, within 5 working days.

4. Author Proofreading 1 - Authors proofread the edited manuscript, within 3 working days.

5. Responsible Editor Review - The current issue’s responsible editor reviews the manuscript, within 7 working days.

6. Dispatching Final Manuscripts - Finalized manuscripts are dispatched by the current issue’s responsible editor.
