Library and Information Service Magazine Announcement on Further Strengthening Academic Misconduct Disciplinary Actions

To advance the construction of academic ethics, resist academic misconduct, and establish a fair, just, and open academic exchange environment, the editorial department of the Library and Information Service is intensifying its efforts against persistent academic misconduct. Those found guilty of dual submission (or multiple submissions), especially first authors and corresponding authors, will be blacklisted, and their submissions will not be accepted for 5 years. If already published papers are found to have issues like dual publication (or multiple publications), plagiarism, fabrication, or other forms of academic misconduct, measures such as blacklisting, retraction, public announcement in the journal and online platforms, and lifetime rejection of submissions will be enforced. Library and Information Service is committed to resolutely resisting academic misconduct alongside with colleagues in the academic and journal communities, promoting the healthy development of library science, information science, and related disciplines.

Reminder on Common Issues or Mistakes in Academic Paper Authorship by the Academic Ethics Committee of the Chinese Academy of Sciences

Adhering to research ethics is a fundamental rule for scientific and technological work and a basic requirement to fulfill the mission of scientific and technological innovation assigned by the Party and the people. The Office of the Academic Ethics Committee of the Chinese Academy of Sciences, based on the prominent issues found in reports of everyday academic misconduct, summarizes common issues and mistakes in academic paper authorship and provides reminders, advocating for honest and trustworthy behavior in scientific research practices and striving to create a positive research ecology.

Reminder 1: Incomplete or inappropriate authorship in paper signatures. It should adhere to academic conventions and journal requirements, crediting scholars who have made substantive contributions to the research practice, and opposing honorary, gift, or interest-exchange authorship.

Reminder 2: Improper ordering of paper signatures. The order should reflect the authors' contributions to the paper, determined jointly by the authors, following academic publishing conventions or journal requirements. Oppose arbitrary changes to the order of authorship after peer review and before publication. In some disciplines where author order is not determined by contribution, follow their regulations.

Reminder 3: Excessive number of first authors or corresponding authors. Signature should be based on substantive contributions of authors, avoiding ambiguity caused by too many first authors or corresponding authors in the same field.

Reminder 4: Misuse of author names. Using someone's name as a signed author without their knowledge. Each author should be informed and agree before the publication of the paper, and every author should have the right to be informed about and endorse the basic academic views of the paper.

Reminder 5: Failure to disclose relevant conflicts of interest that should be publicly declared, such as using annotations. According to international conventions and standards, provide a public declaration of conflicts of interest, such as funding sources and whether there is a conflict of interest with the research content.

Reminder 6: Failure to adequately use acknowledgments to credit other participants in scientific research, leads to intellectual property and ethical disputes.

Reminder 7: Incorrect author affiliation. The affiliation of the author should be the name of the main institution where the paper's work was completed, opposing inappropriate use of the institution's name due to changes in the author's affiliation.

Reminder 8: Authors do not use their affiliated unit's contact information as their own. It is not advisable to use public email or other social communication methods as the author's contact information.

Reminder 9: Failure to cite important literature. Authors should thoroughly and systematically understand the basis of previous work in their research area and directly related important literature, ensuring no omission of representative literature in the field.

Reminder 10: Authors should proactively declare corrections or request retraction of manuscripts if defects in the article or non-compliance with research norms are discovered after publication.

Each unit affiliated with the Academy should conduct necessary education and training for research personnel in accordance with the above reminders, combining their disciplinary characteristics and academic conventions. Every scientific researcher should maintain a high sense of responsibility for academic paper authorship, cherish academic honor, resist academic misconduct, and integrate research integrity throughout their academic careers.

Library and Information Service has always upheld the mission of publishing excellent academic papers, promoting academic exchange in the industry, and is committed to purifying the academic publishing environment and creating a positive academic ecology. In 2013, the magazine took the lead in formulating, releasing, and implementing the "Joint Statement on Adhering to Academic Ethics and Purifying the Academic Environment in Library Science Journals" (referred to as "the Statement") (see: http://www.lis.ac.cn/CN/column/item202.shtml), followed by the "Joint Action Plan Against Academic Misconduct in Chinese Library and Information Science Journals" (referred to as "the Joint Action Plan") (see: http://www.lis.ac.cn/CN/column/item247.shtml). To implement and uphold this concept, the magazine solemnly declares that, effective immediately, all submitting authors must promise: Papers submitted to this journal must adhere to the above "Statement" and "Joint Action Plan," consciously uphold academic ethics, and resolutely resist academic misconduct. "Library and Information Service" implements zero tolerance towards any suspected plagiarism, piracy, or other forms of academic misconduct in papers and will take corresponding disciplinary measures.
