Preprint Policy Statement

Effective immediately, the magazine, in collaboration with the Chinese Academy of Sciences' Science and Technology Papers Preprint Platform (ChinaXiv, http://www.chinaxiv.org), establishes the "Library, Information, and Archives Preprint Platform" (http://lis.chinaxiv.org). This initiative aims to provide services for authors to deposit, swiftly disseminate, and online first publish their manuscripts via the ChinaXiv platform, and offer an accessible, freely downloadable, and open-shared platform for readers and academia, fostering a new model of autonomous scholarly communication and dissemination.

The relevant policies are announced as follows:

Our magazines, including Library and Information Service and Knowledge Management Forum (hereafter referred to as "the two journals"), are cooperative journals of ChinaXiv. We will establish a "preprint platform release - academic journal publication" business synergy with ChinaXiv, jointly committed to the online first publish and rapid dissemination of research outcomes, enhancing the academic impact of the research.

The magazine encourages and supports authors to prioritize releasing their paper manuscripts (drafts or submission versions) on the ChinaXiv platform before or after submitting to the two journals or submitting the accepted versions (unpublished drafts) to ChinaXiv for release.

Papers already published in the Library and Information Service cannot be deposited in the preprint platform due to cooperation with commercial databases. Knowledge Management Forum, practicing open publishing, supports authors in storing the published versions (post-prints) on the ChinaXiv platform. Meanwhile, the preprint DOI should be marked (or updated) and linked to the published article version.

Officially published papers in the two journals and the manuscript drafts (preprints) released on the ChinaXiv platform do not constitute duplicate publications. The dissemination of papers through various means and channels for rapid and broad dissemination is encouraged.

Papers not submitted but published on the ChinaXiv platform will be selectively chosen by the two journals based on the high quality and journal needs, and they may be officially published in the journals after peer review. The two journals also accept recommendations for outstanding papers from the ChinaXiv platform.

The two journals, in collaboration with ChinaXiv, will carry out additional services such as paper detection, initial review, paper polishing, open peer review, online first publish, etc., seeking a balance between paper quality and release speed, enhancing post-publication review, and building a vibrant new academic community for library, information, and archives studies.

We welcome readers and authors to join the ChinaXiv volunteer reviewer team to create a new, scholar-autonomous academic exchange system, promoting the reform of academic evaluation and the prosperous development of Chinese academia.

The Chinese Academy of Sciences' Science and Technology Papers Preprint Platform (ChinaXiv, http://chinaxiv.org) is supported by the Bureau of Communication of the Chinese Academy of Sciences and constructed by the Documentation and Information Center of the Chinese Academy of Sciences. It serves the national academic community (authors, readers, journals, and academic institutions) for depositing, preserving, and utilizing manuscript drafts and subsequent versions. It aims to establish an autonomous, standardized, reliable, open, and shared system for scientific paper exchange, dedicated to building a national-level preprint exchange infrastructure and supporting the construction of a high-end exchange platform for national scientific papers and scientific information.

Benefits of ChinaXiv for Paper Authors:

First-time online publication rights. Submissions to ChinaXiv can be published after a preliminary review, significantly shortening the publication time and securing online first publication rights, protecting the intellectual property of the authors.

Better fulfillment of authors' needs for rapid and convenient dissemination of papers. The integration of the preprint platform with journals allows authors to combine "speed" and "publication" by releasing preprints and then getting them accepted for journal publication.

Significantly enhancing the academic impact of authors. By submitting papers to the preprint platform, authors integrate into a broad academic exchange community, increasing visibility among more authors, readers, editors, and the academic community, thus amplifying their academic influence.
