Study on the User-fee System on the Value-added Reuse of Public Sector Information

This paper discusses the applicability of user-fee system which is one of the market models of the value-added reuse of public sector information, and analyzes its practical base and the institution building in EU as well as America. It points out that this system is applicable in China. Meanwhile, it is necessary to classify the public sector information based on charge purpose and clear charge range, in order to form diverse pricing model.
