The Archiving Mode of Chinese IR and the Perfection of Its Copyright Policy System

This paper investigates 45 Chinese IRs from the perspective of archiving mode. It finds that the main problems of Chinese IRs are that the archiving mode is single, the archiving policy is lack, and the copyright is evaded. It makes a three-level division on 45 IRs, and proposes to establish a composite archiving mode and a standardized open licensing model. It suggests to take "the obligations in public domain" as the theory of IR copyright policy system,define the right and the obligation of IR by establishing the archiving policies, and promote the IR sustainable development through service policies.
