Research on the Formatting Mechanism and Preventing System of Online Public Crisis

This paper combined the dissemination of information theory of Shannon and public crisis in the network environment,and analyzed that public crisis in the nature of the process is actually the dissemination of information and the diffusion process. In preventive system, the government plays the core role. Awareness of Internet users is the basic in the network of public crisis prevention. IT application is the core of the crisis prevention. The NGO affords a strong support for crisis prevention, the network of opinion leaders is the key to crisis prevention and lawful scientific administration is the premise of crisis prevention.
