The Developing State of Open Access and the Role of University Libraries

This paper expounds the developing state and analyzes the strategy transfer needs of university libraries, and gives some suggestions for Chinese universities to work. Open access (OA) movement has got the broad public support. Universities, research institutions and administrative departments all introduce OA policies or national development strategies. OA publishing is growing rapidly, and the traditional business academic publishing under the network environment has been broken. OA is the inevitable development direction, and adapts to the revolution of academic communication system which will take the tremendous impact on university library. University libraries should go with the tide and take OA as a key issue. They also should develop new services and deeply participate in academic communication activities, in the future, to achieve the campus library strategic transformation.
