Review on Open Access Practices of Foreign Universities

The university is active in academic communication. With the quick growth of open access (OA), it has been having a closer relationship with the university libraries. In order to promote the OA development and face the revolution of academic communication, university libraries take a serious of measures creatively. These successful measures include that librarians positively advocate OA policies in campus and provide irreplaceable services, libraries reject the terminal role of information gatekeeper and directly involve in scholarly publishing, librarians strengthen career training, libraries have a good organization and library alliance system plays an important role in efficient operation and future development of libraries, and university libraries have clearly understood the necessary to adjust the development strategies. This paper mentioned that university libraries are also pursuing innovative and sustainable strategies to keep pace with the evolving scholarly communication new model.
