Strategic Plans of Foreign Libraries and its Development Characteristics in 2012

This paper analyzes twenty-eight library strategic plans and thirty-five association reports from five aspects of resource development, service delivery, long-term preservation, space planning and organizational culture. It finds that foreign library circle presents some trends as follows: focusing on users' needs, balancing print and digital resources, emphasizing on the development of special collections and born-digital resources; engaging in services enrichment and mobile service improvement; paying attention to the long-term preservation of born-digital resources and research data; positioning in "Intelligence Center" and expanding functions of physical spaces to support teaching, learning and research; developing staff on demand and developing learning organization with data sense.
