Analysis on Professional Qualification Certification Standards and Implementation Systems of Libraries in Japan

Abstract

This paper discusses the professional qualification certification standards and implementation systems of libraries in Japan by using literature survey and content analysis. The Japanese library professional qualification standards are divided into two types of national and regional standards. The former include the librarian professional qualification certification standard implemented by the ministry of education, the exam certification standard of academic library practical skills implemented by the institute for assistance of academic libraries, the certified professional librarian certification standard implemented by the Japan Library Association, the health sciences information professional certification standard implemented by the Japan Medical Library Association, the latter include the certification standard for library and academic information professionals implemented by the chugoku and shikoku regional division of the Japan Association of National University Libraries. The certification standards of first two mainly adopt cross certification with combination of degree certification, exam certification and grade certification, the others grade certification. All the five kinds of certification standards follow certification procedures, including understanding certification information, making application to certification body, submitting materials, censoring, issuing certificate and renewing certificate. The professional qualification certifications of libraries in Japan have four main characteristics.
