It is the responsibility and natural advantage for the library to develop cultural service. The purpose of doing this is "cultural guidance and cultural education". The framework of cultural service includes team, team building and cultural activities. This paper introduces the establishment of Cultural Education Center, the construction of the student team and cultural activities that Chongqing University Library has ever held, showing how Chongqing University Library implement "Five-one Project".
