This paper firstly discusses the professional competency structure and the development stage of the professional competency in the Information Management (IM) specialty. Secondly, it formulates a "competency-stage" matrix which the X factors are professional competencies and Y factors are the stages of competency development. This paper also designs many training tasks which can measure the stage of the competency. Thirdly, it constructs a professional evaluation model by using quantitative evaluation method for the professional competency in IM specialty based on the "competency-stage" matrix, cultivating plan, syllabus and the score sheet in professional competency. Finally, it explains the application of the model.
