“Sunshine Government” and Government Information Resource Management Innovation

Abstract

According to the result of a questionnaire, the argument, that the theory of sunshine government is one of innovative ones of the Chinese government information resource management, is most accepted by the respondents. With the retrospective of related thesis and history, the article introduces the sunshine government's origin, development and typical practices abroad. Combined with some material obtained by observation, this article analyses the applicability of the sunshine government and challenges that it might encounter in China. The sunshine government makes a great significance to transformation of Chinese society and transformation of the government's duty. However, we cannot copy the experience of foreign countries completely but should focus on solving institutional problems in combination with the domestic environment.
