Analysis on the Status, Effects and Problems of Library Legal Systems in China

Based on literature survey and content analysis, this paper analyzes the Chinese library legal systems consisting of regulations, relative laws, norms and standards of libraries and the their components' effects on library development and the existing problems. On the whole, the Chinese library legal systems have not set up special library laws; the various types of library regulations, norms and standards have not been developed synchronously; some key issues such as professional qualification certifications and profession access prerequisites have not been written into the relative clauses of library law; the existing library laws are going to be out of date, and the norms and standards of libraries are still not perfect.
