A New Method of User Need Organization:Semantic Web of Need

This paper presents a prospect of a linked data technology based method of user need organization: semantic web of need, and the model of which includes Data Layer, Web of need Layer and Application Layer. The publishing process of the second layer includes five steps: need modeling, need naming, need RDF, need publishing, and opened query. Besides, we point out four key challenges in the construction of semantic web of need: the definition and description of user need and their relationships, the combination and decomposition of user need, the collaboration and communication of different layers and the extension and expansion of matching servers. Finally, the theory of semantic web of need is applied to the college library personalized knowledge service, and a framework of linked data based semantic web of need of book of college library is proposed.
