[Purpose/significance] Evaluation index of journals is the comprehensive reflection of journals in a perspective level, so it must be deepened and developed. This paper presents a new journal stock index-historical influence factor, which means the total cited frequency of journal divided by the published paper amount and then divided by running period. [Method/process] Taking technology management periodicals as an example, and based on Chinese Net database CNKI, this article uses correlation coefficient, cluster analysis and ridge regression for empirical study. [Result/conclusion] The result shows that history impact factor is an excellent journal evaluation index. Because it not only has the advantages of impact factor and H-index, but also overcomes the limitations of traditional periodicals, such as too little stock index, regardless the journals of time, regardless the number of periodicals. Historical influence factor does not consider the citation problems of journal itself and different citation database has great influence on historical influence factor. So in the specific application, it should exclude journal itself citations or choose other citation database according to needs.
