Some Studies on Smart City and City Emergency Decision-making Intelligence System

[Purpose/significance] City emergency management is an important practical issue which receives extensive concern by government agencies and academia. The paper analyzes the city emergency decision-making from the perspective of intelligence activities, and gives a "smart" interpretation on the intelligence system in the context of smart city, aiming to provide the theoretical guide for the design and the implementation of city emergency decision-making intelligence system.[Method/process] Through investigations of existent research documents, the paper summarizes the status and inadequacies of current research on city emergency decision-making intelligence system. And from the "smart" level, the paper analyzes its contents through three aspects.[Result/conclusion] Firstly, based on the nature of intelligence, the intelligence factor is the "smart source" of the city emergency decision-making intelligence system; secondly, the integration of technical rationality and humanistic value are the "smart kernel", which ensures the output of intelligence effectively; thirdly, the construction of collaboration and linkage mechanism for quick response intelligence system becomes the "smart sword", which promotes the intelligence flowing and sharing. All of the three have their own emphasis and intersection, and reflect the "smart" of the city emergency decision-making intelligence system.
