Comparison and Analysis on the Open Government Data Assessment Methods of International Organizations

[Purpose/significance] Open government data assessment is an important part of the system of open government data, which is developing in the initial stage of exploration and needs to form a useful scientific evaluation framework.[Method/process] Beginning with the analysis on the typical current assessment programs in the fields of open government data of international organizations by means of desktop survey and comparative analysis, this paper focuses on the different features which are summarized in all kinds of open data programs from the point of assessment methods, objects, metrics and benefits.[Result/conclusion] Meanwhile, it sums up the characteristics and shortcomings of various open government data assessment programs and finds some rules of open government data assessment of the international organizations, such as that the third party assessment can ensure the objective and fair of results, index system design should focus on the development of subjects or disciplines and centers on data open, pay more attention to the overall optimization of assessment methods, and lay emphasis on the reliability and validity of collecting and processing information.
